As required by Article V, §11(c), Florida Constitution, the Judicial Nominating Commission, First Judicial Circuit, is seeking applications to fill the vacancy created by the appointment of Santa Rosa County Court Judge Ross L. Bilbrey to the First Judicial Circuit. The Florida Constitution requires applicants be registered voters, members of The Florida Bar for the past five (5) years, and reside in Santa Rosa County. Applicants are required to complete the "Application for Judicial Seat" available on The Florida Bar website (

Applications will be screened by the Judicial Nominating Commission and, as required by Article V, §11(c), the Commission will nominate to the Governor no fewer than three (3), nor more than six (6), persons to fill the vacancy created by Judge Bilbrey's appointment. The Constitution requires the Governor to fill the vacancy by making an appointment within sixty (60) days of receipt of the list of nominees. Pursuant to Article V, §11(b), the appointment is for a "term ending on the first Tuesday after the first Monday in January of the year following the next primary and general election occurring at least one year after the date of appointment."

Interviews are tentatively scheduled for September 12, 2012, and September 13, 2012. The interviews will take place in the Court Administration conference room on the 5th Floor of the Escambia County Judicial Center in Pensacola, Florida.

Applications may be obtained from The Florida Bar website ( The original and ten copies of the completed application must be received by the chair of the commission, Joseph A. Zarzaur, Jr., 11 E. Romana Street, Pensacola, FL 32502, no later than Noon on Wednesday, August 22, 2012. Per the Governor's instructions, applications should be printed on three ring hole punched paper and should not be bound.
