NOTICE OF INTENT TO FILE A PETITIONTO AMEND THE RULES REGULATING THE FLORIDA BAR. The undersigned Florida lawyer gives notice of intent to file a petition, signed by more than fifty (50) Florida lawyers in good standing, asking the Florida Supreme Court to amend Rule 1-3.1 of the Rules Regulating The Florida Bar. The proposed amendment may fit more neatly within the Rules Relating to Admissions to the Bar, but those rules contain no procedure for Florida lawyers in good standing to propose amendments. Therefore, petitioners will ask the Court to amend the Rules Regulating the Florida Bar as set out below or, alternatively, to amend the Rules Relating to Admissions to the Bar with similar language. Pursuant to Rule 1-12.1 (f) and (g), the petition will be filed with The Florida Bar on or about July 31, 2013, and then will be filed with the Supreme Court of Florida on or about October 29, 2013. During the 30 days between publication of this notice and filing with the Bar, additional lawyers may join the petition. After the petition is before the Bar, comments on the proposed amendment may be served on the executive director of the Bar in accordance with Rule 1-12 of the Rules Regulating The Florida Bar, which also governs comments when the petition has been filed with the Court. AMENDMENT TO THE RULES REGULATING THE FLORIDA BAR: RULE 1-3. MEMBERSHIP, RULE 1-3.1 COMPOSITION. The membership of The Florida Bar shall be composed of all persons who are admitted by the Supreme Court of Florida to the practice of law in this state and who maintain their membership pursuant to these rules. No person who has complied with the requirements for admission to The Florida Bar shall be disqualified solely because he or she is not a United States citizen.
