4TH CIRCUIT JNC ANNOUNCES INTERVIEW SCHEDULE

As a result of the retirement of the Hon. Linda McCallum, there is a vacancy on the Fourth Circuit Court Bench. Gov. Ron DeSantis has asked the Fourth Circuit Judicial Nominating Commission to provide him with nominees for this vacancy. The commission received 16 applications and will interview the applicants on Monday, March 30 in accordance with the following schedule:

With the unfortunate outbreak of Coronavirus (COVID-19), corresponding restrictions imposed by governmental entities, and applicable legal authority, along with consideration of the best interest of the public, the applicants, and the commissioners, the following procedures will apply for the March 30 interviews:

In person interviews of applicants are still scheduled to take place in the Chambers of the Hon. Mark H. Mahon, Chief Judge of the Fourth Judicial Circuit, located at the Duval County Courthouse, Room 7139, Duval County Courthouse, 501 W. Adams St., in Jacksonville.

Only commissioners and applicants, one at a time, will be permitted to be in these chambers for the March 30 interviews.

All members of the press and public who wish to participate in these interviews will be allowed to participate via Zoom using the following options:

These connections will be muted and not visual to commissioners and applicants.

Commissioners and applicants shall also be allowed to participate via Zoom and will each receive an email from Mike Smith, Fourth Judicial Circuit Chief Technology Officer – [email protected] with a separate link to appear. Those commissioners and applicants who will appear by Zoom are asked to contact Jacob Brown at 904-598-8630 or by electronic mail at: [email protected] by Sunday, March 29 at 5 p.m. to confirm so the commission knows in advance whom to expect in person and whom by Zoom. The commission will not disfavor any applicant wishing to appear by Zoom, but asks all applicants, whether appearing in person or by Zoom, to be available for their interview at least 20 minutes prior to the scheduled time above.

If there are disruptive background noises, lines may be disconnected.

The commission also intends to implement the following time limitations on interviews for the March 30th interviews:

  1. For any new applicant and for all applicants the commission has not interviewed since Jan. 1, 2019, the commission intends the interview time to be between 10-15 minutes; and
  1. For any applicant since Jan. 1, 2019 the commission has interviewed, the commission intends the interview time to be between 5-10 minutes.

Members of the bench, the Bar, and the public are encouraged to contact the commissioners with relevant information about these applicants on or before 5 p.m. on Friday, March 27.

All proceedings of this JNC are open to the public (with the limitations noted above for the purposes of the March 30 interviews) except for deliberations. Accordingly, applicants should not expect their application be kept confidential. If an applicant is nominated by this commission, all materials attached to the original application along with any supplemental materials will be submitted to Gov. Ron DeSantis’s Office.
