FLORIDA STATE COURTS ADMINISTRATOR - POSITION ANNOUNCEMENT: The Florida Supreme Court announces an outstanding career opportunity for the position of state courts administrator. To ensure an orderly, efficient, and effective transition of this key leadership position when the current administrator retires on June 30, 2014, the supreme court is currently recruiting for an individual who will commence his or her employment as a deputy state courts administrator and who is well qualified to assume the administrator position. The state courts administrator is the chief executive officer of the Office of the State Courts Administrator (OSCA) and is responsible for directing the administrative functions of the court system. The state courts administrator reports directly to the Supreme Court and serves at the pleasure of the court. The administrator has daily interaction with the chief justice and frequent interaction with the Supreme Court on a variety of court system policy and operational matters. The administrator also interacts daily with judges from all levels of the court system in order to assess and respond to court system needs and trends and to coordinate and support judicial branch leaders in achieving the court system’s objectives. The administrator represents the interests of the state courts system before the Florida Legislature and the Executive Office of the Governor; accordingly the administrator must possess a thorough understanding of both the Florida courts and the Florida political process. The administrator supervises the preparation and submission to the supreme court of a tentative budget request for the court system and appears before the legislature in support of the final budget request on behalf of the system; informs the judiciary of the court system’s final budget request and any proposed substantive law changes approved by the supreme court; coordinates or assists in the conduct of educational and training sessions for the state courts system and related personnel; assists all courts in the development of improvements in the system and submits to the chief justice and supreme court appropriate recommendations to improve the court system; collects and compiles uniform financial and other statistical data or information reflective of the cost, workload, business, and other functions related to the courts system; and is the custodian of all records in the administrator’s office. Decisions often require proactive intervention and have statewide or precedent setting import that requires problem resolution skills applied in a highly visible environment. The OSCA employs a staff of approximately 170 professionals with expertise in a variety of disciplines. Among other responsibilities, this staff supports various judicial commissions, councils, and committees. The administrator provides leadership and management oversight of all OSCA departments and functions. The deputy state courts administrator will oversee those OSCA managers who report to the administrator. The deputy will also work directly and daily under the supervision and guidance of the current administrator in order to be exposed to all of the functions and responsibilities of the administrator position, as well as the broad range of contacts throughout the judicial branch and associated with intergovernmental relations duties. The successful applicant must have a Bachelor’s degree from an accredited four-year college or university with a major in public, judicial, or business administration; criminal justice; or a related social science; and eight years of substantial management experience, preferably in court, judicial, or legal administration. A Master’s degree in an area above, or juris doctorate, or certification by the Institute for Court Management may substitute for two years of management experience. (If the candidate has earned a Master’s degree or a more advanced degree as specified above, or a juris doctorate, then an undergraduate degree in any subject area of discipline is acceptable.) The anticipated annual salary for the deputy state courts administrator is in the range of $110,000 to $120,000. The salary for the state courts administrator is to be negotiated.
