Bay Area Legal Services launches AI assistant to help tenants
Currently focused on tenants’ rights, 'Bailey B.' is available 24/7 and supports users with legal issues related to Florida landlord-tenant law
Bay Area Legal Services has launched what it says is one of the first AI-powered legal assistants developed by a nonprofit legal aid organization — Bailey B., a free tool designed to help tenants navigate landlord-tenant issues under Florida law.
According to a Legal Services Corporation (LSC) report, 92% of Americans do not receive sufficient legal help for their civil legal problems. Bailey B. was created to bridge this gap, assisting individuals facing eviction and housing issues, offering custom legal information, tenant rights education, letter drafting, form completion, legal action plans, and connections to local resources.

"Innovation drives our mission to create pathways to justice," says Kezia Hill, legal content manager at Bay Area Legal Services. "In 2025, we expanded our services by 42% and answered 100,571 calls for legal help. Many callers did not qualify for full representation, and the civil justice gap remains significant."
Currently focused on tenants’ rights, Bailey B. is available 24/7 and supports users with legal issues related to Florida landlord-tenant law.
Bay Area Legal Services says the tool allows it to serve more people — whether they are clients, self-represented litigants, client-eligible, or middle-income households — while using the firm’s resources more efficiently.

Through Bailey B., tenants may obtain help with common housing issues, including:
- Giving notice of intent to vacate
- Requesting repairs
- Recovering security deposits
- Addressing other landlord-tenant concerns
Bay Area Legal Services partnered with justice tech company LawDroid to develop Bailey B.. David Gray, LawDroid’s director of business and strategy and former business innovation manager at Bay Area Legal Services, said, “It’s an honor to continue advancing Bay Area Legal’s mission. As the access-to-justice crisis grows, we must find new, innovative ways to serve more people with limited resources — helping guide low-income and vulnerable communities from legal problems to actionable solutions.”
Bay Area Legal Services plans to launch a Spanish-language version of Bailey B. in the coming months. By the end of 2026, the organization says the tool will broaden its knowledge to include additional housing topics, enhanced document-automation capabilities, and several family-law matters.
Bailey B. was made possible by Funding Florida Legal Aid (FFLA), formerly The Florida Bar Foundation, the statewide administrator of Florida’s IOTA program. The tool is available on Bay Area Legal Services’ website and can be accessed 24/7 on mobile or desktop at bals.org/bailey.
