Justices Francis and Sasso, 23 DCA judges to stand for merit retention; circuit and county judicial races set
Hundreds of trial court judges returned to the bench without opposition
Supreme Court Justices Renatha Francis and Meredith Sasso and 23 district court of appeal judges have qualified for merit retention on the November 2024 general election ballot.
On the trial court side, 191 circuit judges have been elected or re-elected without opposition, while voters will decide another 20 contests.
Most of the 123 incumbent county judges facing voters this election cycle won re-election unopposed. Only 12 incumbent county court judges face challengers.
Trial court contests will appear on the August 20 primary ballot and any runoffs will be decided in the November 5 general election.
Gov. Ron DeSantis appointed Francis in August of 2022 to replace retiring Supreme Court Justice Alan Lawson. DeSantis appointed Sasso to replace retiring Justice Ricky Polston in May of 2023. Both are facing their first merit retention vote as justices. In Florida, Supreme Court justices and district court of appeal judges appear on the merit retention ballot after being appointed by the governor, and then every six years thereafter.
Trial court judges are appointed by the governor if the vacancy occurs in the middle of a six-year term, but otherwise are elected by the voters. Under the Florida Constitution, voters in a circuit can go to merit retention for judges up for reelection, but none have taken that option.
The Florida Bar will work to educate and inform voters about judicial candidates and judicial retention and election process.

- In the Fifth DCA, Joe Boatwright, Eric Eisnaugle, Harvey Jay, Paige Kilbane, John MacIver, Jordan Pratt, and Adrian G. Soud.
- In the Sixth DCA, Paetra Brownlee, Roger Gannam, Joshua Mize, Jared Smith, and Keith White.
By circuit, here are the contested and uncontested races:
- In the First Circuit, there were no contested races, and Judges Jay Gontarek, Randall Todd Harris, Darlene Fallon Dickey, Amy P. Brodersen, Lacey Powell Clark, Jeffrey E. Lewis, Steven C. Warrick, Linda Lee Nobles, Terry Ketchel, John L. Miller, Gary L. Bergosh, and Thomas Williams were re-elected without opposition.
- In the Second Circuit, there were no contested races, and Judges Barbara K. Hobbs, Ronald W. Flury, Francis “Frank” J. Allman, Robert R. Wheeler, and David Frank were re-elected without opposition.
- In the Third Circuit, there were no contested races, and incumbent Judges Melissa Gates Olin and Wes Douglas were returned to office without opposition. They will be joined by newcomer Kathryn Reid Land, who drew no opposition.
- In the Fourth Circuit, Nancy Cleaveland and Ashley Wells Cox are running for open the Group 34 seat. Elected without opposition are incumbents Steven B. Whittington, Jonathan Sacks, Thomas More Beverly, London Mahogany Kite, Katie Lee Dearing, Maureen T. Horkan, Kevin Blazs, Robert M. Dees, Gary L. Wilkinson, Eric Roberson, Mark Jeffrey Borello, John I. Guy, W. Collins Cooper, and James E. Kallaher.
- In the Fifth Circuit, Erin Daly and Derek Saltsman are running for an open Group 7 seat, and in Group 13 incumbent Judge Heidi Davis is being challenged by Zach McCormick. In Group 20, Ben Boylston will vie with Barbara Kissner Kwatkosky for an open seat. Elected without opposition were incumbent Judges Don Barbee, Jr., Peter Matthew Brigham, Steven G. - In the Eighth Circuit, there were no contested races, and incumbent Judges Susanne Wilson Bullard, Denise Ferrero, and Gloria R. Walker were returned to office.
- In the Ninth Circuit, Joy Goodyear and LaShawnda K. Jackson are running for an open Group 6 seat, and in Group 15, incumbent Judge Jeffrey Ashton is being challenged by Chris Mack and Alicia L. Peyton. In Group 37, incumbent Judge Tanya Davis Wilson is being challenged by Jason Willis, and in Group 34, incumbent Judge Craig McCarthy is being challenged by Stephen Brown. - In the 17th Circuit, Judge Carol-Lisa Phillips is being challenged by Christina Grace Arguelles for the Group 1 seat, and in Group 18 Judge Jessica Maureen Marra is being challenged by Andres Chaves. Most of the 20 open seats for county court judge are contested. Only three lawyers, two in Miami-Dade County and one in Hillsborough County, won election to the county court bench when no other candidate met the qualifying deadline.
One judge in Miami-Dade County withdrew from the race and no other candidate filed before the qualifying deadline. A lawyer who filed to run for an open seat in Osceola County withdrew, and no other candidate met the qualifying deadline.
