Proposed amendments to SBP 1.20(d) concerning non-voting liaisons to the Board of Governors

Florida Bar sealThe Program Evaluation Committee of the Board of Governors of The Florida Bar publishes this notice of intent to consider amendments to Standing Board Policy 1.20(d) at its May 20, 2021, meeting in Duck Key.  The amendments process is governed by Standing Board Policy 1.60. If approved by the committee, these amendments must still be reviewed by the Board of Governors, with further notice and opportunity to be heard, before they are officially approved and become effective. Comments may be made to the committee via email to [email protected] no later than April 30, 2021.  Proposed amendments are below:

1.20        Board Meetings

(a)    Times and Places.  [no change]

(b)   Invocation.  [no change]

(c)    Executive Sessions.  [no change]

(d)   State, Voluntary or Local Bar Associations or Groups.  The bar president may invite representatives of state, voluntary or local bar associations or groups to attend board meetings and may provide them with pertinent portions of the agenda and relevant backup.  Representatives of state, voluntary and local bar associations or groups may not attend executive sessions.Non-Voting Liaisons to the Board.

(1) The bar president-elect will appoint a representative from each of the Cuban American Bar Association, Inc., the Florida Association for Women Lawyers, Inc., and the Virgil Hawkins Florida Chapter National Bar Association, Inc. as non-voting liaisons to the board for the year in which the president-elect will serve as president.

(2) The bar president-elect is encouraged to appoint other representatives of state, voluntary or local bar associations, or groups (“voluntary bars”) as non-voting liaisons to the board for the year in which the president-elect will serve as president.  In January of each year, the bar will notify each organization listed as a voluntary bar on the bar’s website of this standing board policy.  Each voluntary bar may submit a written request to be appointed as a liaison to the bar president-elect for the year in which the president-elect will serve as bar president.  The bar president-elect will consider these requests and any input of elected board members.

(3) Non-voting liaisons to the board may attend board and committee meetings, be provided with pertinent portions of the agenda and relevant backup, and be recognized at board and committee meetings to provide input.  Non-voting liaisons to the board may not vote or attend executive sessions.
